4 — Recess to Closed Session

That Council moved into a Closed Session Meeting of Council pursuant to Section 239 of the Municipal Act, 2001, as amended, for the following reasons:

12(a) — Zoning By-law Amendment - Safa Sam Gunsar (Raleigh)

to a site-specific Institutional-1705 (I-1705) Zone, to add a Single Detached Dwelling as an additional permitted use, be approved, and the implementing by-law be adopted.

12(b) — Consent and Zoning By-law Amendment - Paluca (Thamesville)

Consent application File B-120/23 to sever and convey three (3) new residential parcels, described as:

The contract amendment in the amount of $166,098.97 (including HST) for Project Management and Development Services of the Chatham-Kent Community Hub, be approved to Nustadia Recreation Inc. and funded from the Building Lifecycle Reserve.

18(b) — Wheatley Arena Improvements

Construction of an elevator and accessible washrooms at the Wheatley Area Arena be considered as part of the 2025 update to the multi-year Capital Budget process.

18(c) — Extending Hours of Operation for Off-Road Vehicles

Off-road vehicles be permitted to operate on municipal roadways from 7:00 AM to 10:00 PM.

21(a) — Municipal Options to Address Housing and Homelessness Crisis

Housing Services be directed to complete a Request for Proposal (RFP) to secure 50 transitional cabins to replace Victoria Park Place.

By-law 111-2022, a by-law to delegate certain routine approvals be repealed.

Councillor Pinsonneault presented a notice of motion regarding Upgrade of McKinlay Line between Rose Beach Line and New Scotland Line.
