Counts are descriptive only and do not measure councillor effectiveness, workload, policy impact, attendance, or community service.

From the indexed council minutes (coverage is partial — see Coverage). They count meeting activity — who moved and voted on what — not who came up with the ideas.

Understanding these counts

• Pulled for discussion: requested that a consent-agenda item be removed from the bundled consent agenda and considered separately.
• Motion moved: formally placed a proposal before council for a vote. This identifies who moved it, not who originally developed or authored it.
• Notice of motion: formally signalled a proposal the councillor intends to bring forward for future council consideration. It does not establish that the proposal was original to that councillor, was debated, or was adopted.

The councillor who requests a pull may be different from the councillor who later moves a motion about that item.

• Item-level consent-agenda counts (minutes-derived) — the written minutes identify which consent items were separated for discussion or vote, but do not identify the person who requested each pull. 465 consent items were separated for individual discussion or vote this term, based on official minutes. This remains separate from named meeting-slide attribution. 1 meeting (2022-12-05) could not be parsed and is excluded from this count.

Missing coverage is not zero. An em dash means no eligible verified row is available in the reviewed evidence for that member; it does not establish that the member never requested a pull.
