Methodology & Disclaimer
This site is a plain-language, evidence-linked preview built from the Municipality of Chatham-Kent's published council records. It is a civic-memory project, not an official source.
How it is built
- Public records. The source material is the municipality's published council meeting minutes (the main council body — not committee or board meetings).
- Machine-assisted extraction. Each council action — motions, votes, consent items, and notices of motion — is read out of the minutes into a structured record.
- Evidence verified against source text. Every record keeps a short, verbatim evidence excerpt, checked to be a literal quote from the cleaned source minutes. Any record whose excerpt cannot be verified is rejected and never shown.
- Needs-review items are labeled, not hidden. Where the minutes are ambiguous — for example, no recorded vote tally, or no clearly named sponsoring councillor — the item is plainly marked "Needs human review" instead of being dropped.
What this is not
- This is not an official municipal source. For the authoritative record, consult the Municipality of Chatham-Kent's official Council Meetings page.
- Coverage includes Chatham-Kent council minutes from Nov-Dec 2022 and 2023-2026 — regular, combined, and special council meetings, plus the 2023 Planning Act public meetings. Committee/board records and deferred agenda-only early-term meetings are not included yet.
- Summaries are neutral paraphrases to help you navigate; the evidence excerpt and source reference are the parts to cite.
Limitations
- Always verify against the official municipal records before relying on anything here; this preview is not authoritative.
- Motion and vote counts are descriptive only and do not measure councillor effectiveness, workload, policy impact, attendance, or community service.
- Items marked "Needs human review" are flagged because the minutes were ambiguous and may be incomplete.
- Activity counts are derived from the published minutes only.
- The absence of a recorded vote is counted per vote opportunity, and does not necessarily mean a councillor was absent from the meeting.
Agenda-listed member motions (a separate, source-specific measure)
Alongside the minutes-derived counts, the site shows agenda-listed member motions: motions that appeared in eScribe meeting agendas as "Motion by Councillor X." This is a source-specific measure of formal member motions listed on agendas, drawn from the agendas rather than the minutes. It is not a complete measure of councillor work, informal advocacy, committee work, amendments, debate, or behind-the-scenes initiative. The minutes-derived motion counts are shown separately and continue to reflect the current minutes-derived dataset. See Motions moved vs agenda-listed member motions.
