Consent-agenda measures come from two different sources

Item-level counts from minutes

The item-level term figure counts distinct consent items separated for discussion or vote where the official minutes contain an explicit placed-aside list. The written minutes identify the item, but do not name the person who requested the pull. Meetings whose consent agenda could not be reliably parsed are marked unknown, disclosed, and excluded; unknown is never treated as zero.

An earlier figure based on per-record machine-extraction flags has been superseded. The current item-level minutes-derived count is 465 distinct consent items separated for discussion or vote, excluding one unparsed meeting. A naive per-row count is not used because one consent item can produce multiple records and because rows from an unparsed meeting should not be counted as confirmed pulls.

Named attribution from verified meeting slides

Consent items pulled for discussion is a separate, slide-derived metric. Counts are verified from saved YourTV meeting slides. A row is counted only when the slide identifies the agenda item and lists the member in its puller field, the row has complete frame and timestamp evidence, and an independent row-level review confirmed it. Each non-empty councillor count links to the exact supporting rows and uses the source-qualified wording that the slide lists the member; it does not claim the written minutes name the puller.

Held, disputed, not-publishable, coverage-gap, unreviewed, and incomplete rows are withheld from this slide-derived metric. Its evidence pages state how many verified rows and represented meetings are included. The processed set is incomplete: absence from the count, an omitted meeting, or an em dash is unknown rather than proof of zero. These descriptive counts must not be used as rankings, comparisons, scores, or performance interpretations.

Agenda-listed member motions (a separate, source-specific measure)

Alongside the minutes-derived counts, the site shows agenda-listed member motions: motions that appeared in eScribe meeting agendas as "Motion by Councillor X." This is a source-specific measure of formal member motions listed on agendas, drawn from the agendas rather than the minutes. It is not a complete measure of councillor work, informal advocacy, committee work, amendments, debate, or behind-the-scenes initiative. The minutes-derived motion counts are shown separately and continue to reflect the current minutes-derived dataset. See Motions moved vs agenda-listed member motions.
