That Council moved into a Closed Session Meeting of Council pursuant to Section 239 of the Municipal Act, 2001, as amended, for the following reasons:

The contract for work associated with R24-259 Chatham-Kent Leaf & Yard Waste Grinding at Drop-off Depots be awarded to Walker Environmental Group at an estimated total contract value of $1,232,296 (including HST).

StrategyCorp be directed to present options of ward boundaries (Maps A-J) for public consultation on Thursday, November 14, 2024 and Monday, November 25, 2024 and report back to Council on Monday, December 16th with a final proposal.

17(b) — Backyard Chickens Pilot Program - Hen Permit Fee Amendment

“That the User Fee By-law be amended to reflect $200 for an initial hen permit fee and $50 for a renewal.”

The amendment to the Responsible Animal Ownership By-law No. 170-2021 regulating a two-year pilot program for backyard chickens in “rural residential” and “village residential” zones, except in the Community of Erieau, as defined by the Comprehensive Zoning By-law No. 216-2009, as amended, be approved.

17(e) — Referendum re Chatham-Kent Community Hub

“That Council direct Administration to complete a report pursuant to the Municipal Elections Act complete with how to proceed in the most efficient and fiscally responsible way with a Referendum in Chatham-Kent.”

18(a) — Recommendations for Ongoing Encampment Supports and Responses

The proposed Encampment Response Strategy attached as Appendix A be approved by Council.

19(b) — Sydenham River Slope Stabilization, Glasgow Line and Short Line Municipal Class EA

“That the report be referred back to administration for more information about the emergency access and traffic patterns in Section 2 of the Environmental Assessment.”

19(c) — Road Safety Action Plan Education Campaign

“That administration carry out an education campaign focused on the priorities identified the Road Safety Action Plan, including speeding.”
