4 — Recess to Closed Session

That Council moved into a Closed Session Meeting of Council pursuant to Section 239 of the Municipal Act, 2001, as amended, for the following reasons:

11(a) — Consents & Zoning By-law Amendment - DeBoer/Brown (Raleigh)

Consent application File B-23/24 to sever and convey a portion of land, approximately 930.8 sq. m (10,019.1 sq. ft.) in area, shown as Parts 4, 5, & 6 on the applicant’s sketch, in Part of Lot 141, Talbot Road Survey, in the Community of Raleigh, as a lot addition, be approved, subject to the following conditions:

11(b) — Zoning By-law Amendment - Thames Sales Yard Ltd. (Camden)

Zoning By-law Amendment Application File D-14 CA/09/24/T, to rezone the lands known as 13649 Longwoods Road, in Part of Lots 17 & 18, Concession B, in the Community of Camden, to the Rural Industrial (MR) Zone, be approved, and the implementing by-law be adopted.

11(c) — Zoning By-law Amendment - CK Public Utilities Commission (Tilbury)

Zoning By-law Amendment application File D-14 TI/10/24/C, to rezone the subject lands, known as 42 Lyon Avenue North, in Lot 15, Registrar’s Compiled Plan 791, from Institutional (I) to Urban Commercial (Highway Commercial First Density) (UC(HC1)), be approved, and the implementing by-law be adopted.

11(d) — Zoning By-law Amendment - 2472111 Ontario Inc. / Sarhan (Chatham)

Zoning By-law Amendment Application File D-14 C/08/24/O to rezone the subject lands known as 575 Queen Street, in Lots 10 to 12, Plan 427, in the Community of Chatham (City), to a site-specific Urban Commercial (Office and Service)-1714 (UC(OS)-1714) Zone, to add Personal Service Establishment as an additional permitted use, be approved, and the implementing by-law be adopted.

11(e) — Zoning By-law Amendment - Journeys Recovery Home (Chatham)

Zoning By-law Amendment application File D-14 C/04/24/J, concerning the lands known as 20 Joseph Street, in Part of Lot 5, Block M, Plan 3, Community of Chatham (City), to re-zone the lands to the Residential Low Density Third-1715 (RL3-1715) zone to:

11(f) — Zoning By-law Amendment - Waste to Energy Project (Chatham)

The Public Meeting requirement under Section 34(12) of the Planning Act for Zoning By-law Amendment File D-14 C/14/24/G, to rezone the lands known as 175 Bloomfield Road and a portion of the lands known as 100 Irwin Street, in Part of Lot 19, Concession 1 (Raleigh), in the Community of Chatham (City), to a site-specific General Industrial Zone, to permit a Waste Processing Facility (Waste to Energy Project), be deemed complete.

13 — Consent Agenda Approval

15(a) — Award RFP R24-211 for Council Composition and Ward Boundary Review

The contract for RFP R24-211 Council Composition and Ward Boundary Review be awarded to Strategy Corp in the amount of $68,251.50 (including HST) and funded from the Strategic Development Reserve (Account #17266).

15(b) — Tender Award - Bear Line Regional Park - Phase 1

The tender in the amount of $2,938,000.00, including HST for the Bear Line Regional Park – Phase 1 be awarded to Gillier Construction Inc.

15(c) — Sole Source Award - Queens Line and Merlin Road Intersection Improvements
