4 — Recess to Closed Session

That Council moved into a Closed Session Meeting of Council pursuant to Section 239 of the Municipal Act, 2001, as amended, for the following reasons:

11(a) — Official Plan Amendment, Zoning By-law Amendment and Consent - Kloss (Zone, East Kent)

rezone the retained parcel to Rural Residential-1666 which will recognize the existing residential use and implement a 30m development setback from the Hazard Land (HL) zone.

11(b) — Official Plan Amendment No. 82 and Zoning By-law Amendment - South Wheatley Secondary Plan

Official Plan Amendment No. 82 (OPA No. 82), being the South Wheatley Secondary Plan, be approved and the implementing by-law be adopted; and

13 — Consent Agenda Approval

16(a) — Chatham-Kent Community Hub - Comparative Cost Estimates Direction

That Administration be directed to provide updated high level cost estimates for upgrading the Civic Centre, museum and the Library (including the expansion to 35,000 sq. ft) to the same standards being proposed for the Chatham-Kent Community Hub

16(a) — Chatham-Kent Community Hub - Detailed Design Authorization

The completion of the detailed design for the Chatham-Kent Community Hub project inclusive of the Park Avenue Business Centre alterations be awarded to Architecturra Inc. in the amount of $2,177,683.46 (including HST), funded from the Buildings Lifecycle Reserve.

16(a) — Chatham-Kent Community Hub - Fixed Cost RFP Direction

Upon the completion of the detailed design for the Chatham-Kent Community Hub, that a fixed cost request for proposal be implemented to ensure the cost associated with project assures the community that over runs won't occur and that detailed project cost will be determined prior to moving the project forward.

16(b) — Detailed Asset Management Plans & Overview Document

The Asset Management Overview Document be adopted by Council.

16(c) — Stormwater Master Plans Update

The Shrewsbury Stormwater Servicing Report be accepted and implemented beginning in 2025.

16(d) — Tilbury Stormwater Pump Station Backup Power Review

Administration procures services to make the necessary modifications to the Kelly Crescent Stormwater Pump Station and the Queensgate Stormwater Pump Station and purchase two portable generators at a total estimated cost of $33,900.00 (including HST).
