12(a) — Planning - Yott Consent & Zoning (PL202500081)

Zoning By-law Amendment application File D-14 RA/28/25/Y be approved and the implementing by-law be adopted.

12(b) — Planning - Doyle Zoning / Liquid Soils (PL202500068)

rezone a portion of the property to a site-specific Rural Industrial-1756 (MR-1756) Zone, and limit permitted uses to: Liquid Soils Processing Facility; Contractor's Yard; and, Existing Single Detached Dwelling

16(a) — Laurentia & Rosalie Robert Drain Tender

The tender in the amount of $2,937,435.00 (including HST) for the Laurentia Drain and Rosalie Robert Drain Extension Improvements be awarded to Clarke Construction Inc.

16(b) — Traffic Control Signals Maintenance Tender

the tender for Contract T25-255 for the maintenance of traffic control signals and related devices, in the amount of $2,424,053.97 (including HST), be awarded to Field Electrical Contractors Inc.

16(c) — Parking By-law Enforcement Services RFP

the proposal in the amount of $479,121.08 (including HST) for Parking By-Law Enforcement Services be awarded to Paladin Security Group Ltd.

16(d) — Dust Suppressants Tender

The tender in the amount of $292,670.00 (including HST) for the Supply and Application of Dust Suppressants be awarded to Den-Mar Brines Limited.

18(f) — 2025 Building Faster Fund - Affordable Housing

Administration be authorized to use the funding received from the 2025 Building Faster Fund for capital expenses related to the 24 Redwood Crescent and 179 Eugenie Street, Chatham affordable housing projects.

18(g) — Reporting on Delegated-Authority Tenders and RFPs

Therefore be it resolved that Infrastructure and Engineering Services bring forward an annual information report to Council on the Tenders and RFPs that were awarded for the year through delegated authority.

19(a) — PUC Water and Wastewater Master Plan Review

The PUC initiate a Water and Wastewater Master Plan Update this fall to coordinate with the completion of the Chatham-Kent Official Plan Update and the Southwest Servicing Study

20(a) — CCTV Camera Expansion

That the following locations have CCTV cameras implemented, with one-time costs of $94,000 paid from the strategic reserve, and ongoing operating expenses of $32,000 to be included in the 2026 budget update.

20(b) — Police Service Deloitte Staffing Report Update

Therefore, be it resolved that Chatham-Kent Council request the Chief of Police attend a future Council meeting and present a report updating Council and the public about implementation of the hiring process.

21(a) — 1001 Park Avenue West Rental Housing CIP Grant

with 1000200034 Ontario Inc., owners of 1001 Park Avenue West

24 — Closed Session Reports

That the July 14, 2025 Closed Session Report be approved.

25 — Council Information Package

That the Council Information Package be received for information.

27(a) — By-law Readings

That the by-laws be taken as read for a first time.

27(e) — By-law Readings

That the by-laws be taken as read for a third time and finally passed.

28 — Adjournment

That Chatham-Kent Council adjourn to its next Meeting to be held on Monday, August 11, 2025
