4 — Recess to Closed Session

That Council moved into a Closed Session Meeting of Council pursuant to Section 239 of the Municipal Act, 2001, as amended, for the following reasons:

16(c) — Incentive Options for Woodlot Conservation

That administration prepare an updated report for the March 4, 2024 Council meeting outlining potential Incentive options only, both to encourage the preservation of existing woodlots and to encourage the expansion of tree cover across the Municipality. The report shall also propose options for further public consultation regarding the various incentive options.

16(c) — Natural Heritage Committee of the Whole Dissolution Consideration

That when the report returns to Council, administration consider the need for the Natural Heritage Committee of the Whole and the potential to dissolve the Committee, seeing how it is no longer active.

17(a) — Employment Service Delivery

The Director, Employment & Social Services and Clerk be authorized to formalize a Service Provider agreement, to deliver employment services at no additional cost to the Corporation, between the Windsor Regional Employment Network and The Corporation of the Municipality of Chatham-Kent.

18(b) — Previous Council Action Items

Action items listed on Appendix B be removed from the Council Action list and no further action occur on these items.

That the October 30, 2023 Closed Session Report be approved.

That the October 30, 2023 Information Package be received.

24 — Housing Target Commitment and Strong Mayor Powers

That administration send a letter to the province reaffirming its commitment of the housing target, noting that we will not be accepting Strong Mayor Powers to Chatham-Kent.

That the by-laws be taken as read for a first time.

25(b) — By-laws Second Reading

That the by-laws be taken as read for a second time.

25(e) — By-laws Third and Final Reading

That the by-laws be taken as read for a third time and finally passed.

26 — Adjournment

That Chatham-Kent Council adjourn to its next Meeting to be held on Monday, November 6, 2023 and that Chatham-Kent Council authorize itself to meet in closed session on that day to discuss any matters permitted by The Municipal Act.
