13 — Consent Agenda

That the following items be approved as presented: 14(a), 14(b), 14(c), 14(d), 15(a), 17(d), 17(e), 17(f), 17(g), 18(a), 18(b).

15(a) — Snow Removal Services Sidewalks Contract Renewal

That the contracts for T24-154 On-Call Snow Removal Services - Sidewalks be extended for the 2025-2026 winter control season commencing on November 9, 2025, and concluding April 1, 2026

16(a) — Encampment Advisory Committee Terms of Reference

That The Encampment Advisory Committee Terms of Reference be approved with the amendment that one of the Councillors appointed be from the Ward affected by the current encampments.

16(b) — Councillor Ward Funding Approach 2027-2030

the current Hydro One Councillor Ward Funding approach be maintained, except that Mayor/Councillor-supported community culture and recreation projects be managed through a quarterly intake process.

16(b) — Councillor Ward Funding Surplus Redistribution

That the $75,000 of Hydro One Councillor Ward Funding surplus funds, resulting from changes to the composition of Council, be redistributed equally between the 8 rural ward Councillors (wards 1,2,3,4,5) be referred to the next term of Council.

17(a) — Reconsideration - IESO Wind Energy Unwilling Host

That Council reconsider the previous decision regarding Unwilling Host for IESO Wind Energy Procurements in Chatham-Kent.

17(b) — Mitchell's Bay Canada Post Mailing Place Name (Revised)

in support of the Mitchell's Bay Area Association to recognize Mitchell's Bay as a Canada Post mailing place name

17(b) — Reconsideration - Mitchell's Bay Mailing Place Name

That Council reconsider the previous decision regarding Request for a Canada Post Mailing Place Name.

17(d) — Built Heritage Official Plan Policy Update

Heritage Resources Policies of the Official Plan be considered a future Council meeting, for which public notice will be given in accordance with the Planning Act.

17(e) — Housing Accelerator Fund CIP Amendments

That the amendments to the Community Improvement Plan detailed in this report be approved, and the by-law be adopted.

17(f) — Collision Centre CIP Grant

with Chatham Kent Collision Centre Ltd., owners of 300 Junction Avenue, Community of Chatham (City), to provide an annual grant equivalent to 100% of the increase in municipal property taxes resulting from the development of an Employment Use, for five (5) years.

17(g) — RM Auto Restoration Holding Symbol Removal (PL202500153)

That Zoning By-law Amendment application File D-14 HA/38/25/R, to remove the Holding Symbol from the subject lands, located at 1 Classic Car Drive, in the Community of Harwich, be approved, and the implementing by-law be adopted.

18(a) — August 2025 Budget Variance Forecast

$2,198,253 of the 2025 projected surplus be transferred to the CK Housing New Construction Reserve (17315) for use in future affordable housing projects subject to the final 2025 operations variance.

18(b) — Reserves and Reserve Funds Housekeeping 2025

A Budget Variance Stabilization Reserve be established to manage operational surpluses and future deficits across various service areas.

19(a) — CASO Trail Damage and Improper Use

Councillor Wright presented a Notice of Motion regarding Damage and Improper Use of the CASO Trail.

Councillor McGrail presented a Notice of Motion regarding Recognition of organizations that took part in the Drainage Referee Court hearing against CP Rail.

That the Council Information Package be received for information.

21 — Letter of Support - Halton Region (Public Safety)

That Chatham-Kent Council write a letter of support for the Resolution from Halton Region re Public Safety Requirements to Protect Our Communities.

21 — Letter of Support - Plympton-Wyoming (Conservation Authority Hearing Guidelines)

That Chatham-Kent Council send a letter of support for the resolution from Plympton-Wyoming and formally express Council's objection to the updated Hearing Guidelines adopted by the St. Clair Region Conservation Authority.

That the by-laws be taken as read for a first time.
