4 — Recess to Closed Session

That Council moved into a Closed Session Meeting of Council pursuant to Section 239 of the Municipal Act, 2001, as amended, for the following reasons:

12(a) — Consent and Zoning By-law Amendment - 1158912 Ontario Limited (Harwich/South Kent)

Zoning By-law Amendment application File D-14 HA/06/24/O be approved and the implementing by-law be adopted."

12(b) — Consent and Zoning By-law Amendment - Estate of Conrad Douglas Rowe (Highgate/East Kent)

Council receive public submissions regarding Zoning By-law Amendment application File D-14 C/02/24/O, and that these submissions be referred back to Administration; and that no further public notice is required."

12(e) — Official Plan Amendment No. 80 - Wallaceburg South Side Secondary Plan

Official Plan Amendment No. 80 (OPA No. 80), being the Wallaceburg South Side Secondary Plan, be approved and the implementing by-law be adopted; and

The 2024 Water and Wastewater Development Charge Background Study Report, dated January 18, 2024, as amended by Addendum #1, dated February 20, 2024 be received and approved.

The Development Charges By-law include the Phase In percentages for Residential and Non-Residential for the next 5 years and continuing for the life of the By Law presented in this report be approved.

Now therefore be it resolved that this Council authorizes the Mayor to promptly send a letter to Doug Ford, Premier of Ontario, and Michael Ford, Minister of Citizenship and Multiculturalism,
