2026-04-13 — Substance use treatment and recovery housing
MovedCouncillor DoyleSecondedCouncillor Jubenville“Whereas administration has returned with the report on substance use treatment and recovery in Chatham-Kent, prepared in response to the Motion passed on August 15, 2025;
Whereas the report identifies that Chatham-Kent currently lacks a Phase 2 withdrawal management program—an essential service that provides individuals recovering from substance use with a sober, supportive environment between detox and entry into a recovery home, facility or program, as well as temporary accommodation after completing a recovery program, along with counselling and preparation for long-term, ongoing treatment;
Whereas numerous professionals, across both meetings facilitated at the result of the original Motion, emphasized that a facility similar to Ryan’s House in Sarnia would address critical gaps in Chatham-Kent’s recovery continuum;
Therefore, be it resolved that Council direct Administration to prepare a report outlining potential options for partnering with the Chatham Kent Health Alliance and for establishing a municipally supported home modeled after Ryan’s House in Sarnia.
Be it further resolved that the report include:
projected capital costs to purchase or alternatively, establish such a home or facility from existing Municipally owned properties, including renovating and furnishing costs,
projected operating costs; including but not limited to: staffing, utilities, food,
programming, maintenance, insurance & liability, and transportation for clients.
partnership options with CKHA, including models in which CKHA operates the home, as well as any other potential partnership structures that may be feasible;
potential funding sources, including reserves and grants from both levels of upper government; partnerships with health agencies, along with philanthropic or community fundraising and possible locations for the home.
Be it further resolved that Administration provide this report to Council on or before the July 13, 2026 Council meeting.”Yes (15)Mayor Canniff, Councillor Bondy, Councillor Ceccacci, Councillor Crew, Councillor Finn, Councillor Hall, Councillor McGrail, Councillor B.
