The Mayor and Clerk be authorized to execute the Brownfield and Bluefield Community Improvement Plan Tax Increment Based Grant Agreement with Richard and Lynn Kloss, owner of 15162 Longwoods Road, Community of Zone, to provide an annual grant equivalent to 80% of the increase in municipal property taxes for up to ten (10) years, or up to the time when the total grant payments equal the total eligible program costs, whichever comes first; and transfer 20% of the increase to the Brownfield and Bluefield Leadership Projects Reserve."
